Inés Rey García was born in A Coruña in 1982. She holds a degree in Law from the Universidad de A Coruña (UDC) and a Master's Degree in Legal Practice from the Colegio de Abogados de A Coruña (ICACOR). Since completing her university studies and until taking up her post as Councillor in 2019, she had dedicated her entire professional life to the practice of law, having been a member of the ICACOR since 2006, in various professional offices. She had achieved particular specialisation in the fields of family law, insurance and consumer law, although she also carried out a large part of her professional work guaranteeing the exercise of the right to defence in criminal proceedings and prison treatment, mainly as a public defence lawyer, which provides free legal aid and procedural defence to people who lack the financial resources to pay for it.

At the constituent plenary session of the new Corporation, held on 15 June 2019, she was proclaimed Mayor of A Coruña, the first woman to hold this position after a democratic election in the history of the city.

Although she had never held public office before, her political commitment had led her to become a member of the Socialist Party of Galicia-Spanish Socialist Workers' Party (PSdG-PSOE) since the age of 18, having also previously been a member of the Galician Socialist Youth. During his time at university he was linked to the student movement, being the person who received the most votes in elections to the Senate of the UDC in its history.
